Legislative Updates
Updated Collective Bargaining Sectors
What is changing
The Labour Ministry proposes updating collective bargaining sectors and their associated CAEN codes to align with CAEN Rev. 3. It also revises how companies are assigned to these sectors and introduces transitional rules to preserve existing collective agreements.
Why this matters
Companies involved in sectoral collective bargaining will need to check whether their activities fall under a different sector based on their CAEN Rev. 3 codes. Changes in classification may affect their representation in collective negotiations and which sectoral collective agreements apply.
Fuel Market Measures to be Extended
What is changing
The Romanian Chamber of Deputies is considering extending the crisis situation on the fuel market until 31 March 2027. The latest committee report maintains the proposal to extend this crisis situation and remove the exemption from the cap on commercial mark-ups. The final report is yet to be issued, but committees could meet this week on this matter.
Why this matters
If adopted, the extension would prolong regulatory constraints and compliance obligations for businesses operating in the fuel market. Companies involved in fuel production, distribution, trading and sales may need to maintain pricing controls, monitor restrictions on cross-border deliveries and ensure compliance with reporting requirements
Part-Time CAS Exemptions Expanded
What is changing
PNL MPs propose extending part-time CAS exemptions to young people under 30, parents with at least two minor children, and education and healthcare workers. The proposal concerns CAS only and does not change the minimum contribution base for health insurance contributions (CASS).
Why this matters
The measure could reduce employment costs for businesses hiring part-time workers who fall within the new eligible categories. Employers would need to verify eligibility and collect supporting documents before applying the reduced CAS calculation.
